Spurs have been on the hunt for attacking reinforcements all summer and after Solanke emerged as the club's preferred candidate, advanced talks began with the Cherries before an agreement was reached on Friday afternoon.
Tottenham's Australian boss Ange Postecoglou gave the green light for the club to pursue Solanke after the best season of his career and it is understood the deal could eventually be worth A$75million.
Solanke told Spurs TV: "Yeah, I feel delighted. It's a magnificent club, a huge club with ambitions that match mine, so I'm delighted to start and meet all the boys and get started.
"I think the club has got great depth throughout the whole squad and attacking options are great as well. That is what a top club needs so I am looking forward to playing with them, competing with them and hopefully we can achieve great things.
"What excites me most about the club is how ambitious it is. A great manager, great players and I feel like (Spurs) will definitely suit my style of play as well so I can't wait to get started and do my stuff on the pitch."
Solanke scored 21 goals in all competitions for Bournemouth last term - including 19 in the Premier League.
His transfer to Spurs will give Solanke another opportunity at a top-six club, after he progressed through Chelsea's academy before he departed for Liverpool in 2017.
Meanwhile, Brentford have agreed a deal to sign Liverpool's Fabio Carvalho.
It is understood the $A31m package, includes a number of easily-achievable incentives and a 17.5 per cent sell-on clause.
As part of the deal which took the Portuguese to Anfield in 2022 Brentford's west London rivals Fulham are due 20 per cent of the fee the Bees are paying.
Leicester earlier completed the loan signing of Facundo Buonanotte from Brighton.
The Seagulls revealed the 19-year-old attacking midfielder had signed a new four-year deal before confirming his season-long switch to the Foxes.
Buonanotte made 36 appearances for Brighton last season, scoring four times, and could feature for Steve Cooper's side in their Premier League opener against Tottenham on August 19.
